Chinese President Xi Jinping proposed establishing a World Artificial Intelligence Cooperation Organization to develop governance rules and deepen international collaboration in AI, calling for AI to be treated as a “public good for the international community,” according to Xinhua’s readout of his remarks at the APEC Leaders’ Meeting in Gyeongju.

Xinhua has previously reported that Shanghai is tentatively under consideration as the organization’s headquarters, as China advances plans for a global AI governance framework.

APEC leaders, in their Gyeongju Declaration, endorsed the APEC AI Initiative (2026–2030) to support regional AI capacity and adopted a Collaborative Framework for Demographic Changes addressing aging populations.

China will host APEC in 2026, with Shenzhen named the host city in Xi’s remarks published by Xinhua.
