Nokia has announced a $4 billion investment in the United States, including $3.5 billion for R&D and $500 million for manufacturing and capex in states such as Texas, New Jersey and Pennsylvania.
The announcement, issued from Dallas, frames the multi-year plan as an expansion of U.S. capabilities for AI-ready mobile, fixed access, IP, optical and data-center networking technologies. Nokia said the new spend is in addition to prior U.S. investments.
Nokia separately outlined a refreshed corporate strategy focused on capturing the “AI supercycle,” reorganizing operations and setting new long-term targets; the company said those changes take effect at the start of 2026.
Nokia said further site-level details will be provided as projects advance under the U.S. program.
